State Compensation Insurance Fund Case Study

The Challenge

Develop and Deploy a new mission critical claims adjusting application that includes document management and workflow management components as well as the need to scan and index thousands of documents on a weekly basis.

Furthermore, the over 50 person year project was initially won and begun by Andersen Consulting. Jeff Gordon (PM), Anand Rama (Technical Lead) and Paul Reed (PM) were leaders on the PriceWaterhouseCoopers team that took over the project after Andersen’s removal by the client. Our challenges included:

Our Approach

  • Transition all the development activities from the Andersen team of over 25 staff members
  • Work with the client to complete the significant amount of application development on the project
  • deploy the beta and production versions throughout California.

Since the 18 month plus engagement was approximately half complete our approach was to adopt Andersen’s schedules, methodologies, etc. in the near term, while refining the details of the development, training, pilot and deployment plans. Additionally, since the architecture of this enterprise document management / workflow application was distributed in nature, our team worked with Recognition Software’s engineering team to support the substantial distributed processing requirements that were beyond their document management product’s existing capabilities.

In addition to all the technical challenges associated with this multi-tiered application, there were many business process and end user acceptance project issues. SCIF’s claims adjusters had processed workman compensation claims in a paper based process for many years, and were uncomfortable with the adoption of an on line based claims adjusting application. To address these issues, Paul worked with PWC’s national Change Management practice to craft a customized consulting and training work plan. The ensuing facilitated sessions encouraged the user community to articulate their concerns, so targeted training programs could be developed and delivered.

The Results

This ground breaking program was successfully launched into the Sacramento SCIF office for a successful year long pilot; and then rolled out to other regional offices for enterprise deployment.
